What new regulations do to the grid: 1,200 seasons measured

A new set of regulations is the only thing that can take the Formula 1 grid and turn it upside down in a single winter. Everybody knows it and almost nobody has put a number on it. We simulated 1,200 seasons with regulations coming and going the way they do in real life, and measured exactly how much the grid moves when the rules change and how much it moves when they don’t.
The two figures that sum it up
In a normal year, a car’s performance moves an average of 2.64 points from one season to the next on our 0-100 scale. That is the usual drift: one team nails an upgrade, another gets stuck, nobody moves much.
In the year a new set of rules arrives, that average movement jumps to 8.49 points. Three times as much. And it is not that everyone gains a little: some shoot up and others fall to the back, which is a very different thing.
The direct consequence: 58% of regulation changes produce a new grid leader. Nearly six times out of ten, the team with the best car stops having it from one year to the next without having done anything wrong.
Why this happens and not something else
When the rules stay put, development compounds: whoever has the best car starts from the best car, and with more budget and more data they tend to stay ahead. The champion defends from above, which is why Formula 1 comes in eras — Ferrari in the early 2000s, Red Bull in the early 2010s, Mercedes through the hybrid years.
A new set of rules erases that accumulated advantage. Everyone goes back to a blank sheet and what decides the order is who reads the text best, which is a lottery with a talent component but a great deal of chance. In our model that translates into every team making one big roll — with a small edge for those with more factory muscle — and the order being remade.
It is exactly what real Formula 1 has lived through several times: Brawn in 2009, Mercedes in 2014, Red Bull in 2022. Each time, a team that was not leading woke up half a second clear because it had read a rule better than everyone else.
How often it happens
Across our 1,200 simulated seasons, a new set of regulations arrives every five years on average. That cadence is deliberately close to the real one, and it has a consequence you feel while playing: if your team is dominant, enjoy it, because the average window of an era is four or five seasons and then there is a fresh roll.
For a driver, that arithmetic is cruel. If your career lasts a decade, you will live through two complete reshuffles. Signing three years with today’s best car is betting that the next roll does not land in the middle of your contract — which is literally the dilemma we built into the driver career mode, where long contracts tie you to the good car of today rather than the one after next.
Factory muscle cushions, it does not save
In the model, every team has a factory-and-budget factor that gives it a small edge on the regulation roll. It does not stop them getting it wrong: it reduces how far they fall and speeds up the recovery in the years that follow. That is what lets big teams get it wrong and come back, while a small team that gets it wrong can spend five years at the bottom.
Without that factor — and we tried it — something obviously false happened: anyone could be on top in any given year and the grid turned into noise. The history of Formula 1 is not noise. It is a short list of teams taking turns and a long list of teams that hardly ever show up.
What to expect from 2026
With these numbers in hand, the honest answer to “who will dominate under the new rules?” is that nobody knows, and anyone saying otherwise is guessing. What can be said is the shape of the bet: there is a bit over a 50% chance the current leader stops leading, and whoever gets it right will probably have four or five years of advantage ahead of them.

And if you are curious about how much the car weighs against the driver, we measured it in talent or car: the short answer is that it weighs more than anyone likes to admit.
Method note: 60 simulated worlds of 20 seasons each, starting from the real 2026 grid and left to evolve. This is a model, not a prediction; what is measured is the shape of the phenomenon — how much more the grid moves under new rules — not the name of the next champion.
